NHS structures are being thrown into chaos by major reorganisation and cuts at all levels from the top (NHSE) to regional teams to Integrated Care Boards (ICBs - the main organisations that commission local services) to providers. I asked my colleagues to explain what it means:

@resfoundation The OBR were also the problem for recent Tory welfare reforms. The govt claimed it was all about work incentive but OBR forecasts said over 400k would lose benefits, while only around 15k wd move into employment. That was why court case against consultation was successful 4/

Exc- hearing that the OBR has scored the welfare reforms significantly lower than the govt hoped- with net savings of £3.4bn rather than £5bn. As @Smyth_Chris also hearing. Sounds to me like OBR somewhat sceptical about size of savings. Why? 1/
