The Directorate General of Civil Aviation (DGCA) has issued a draft amendment to Para 8 (Organisation and Personnel) under CAR Section 3 Series C Part II for Air Operator Certificate (Scheduled Passenger Services).
The revised Para 8.2 strengthens the Accountable Manager’s role as the person must now have full corporate authority to make decisions, with direct control over financial and human resources. A new Note clarifies that the highest executive (CEO/MD) authorised by Board Resolution shall hold this position, while the New Para 8.3 clearly lists the Accountable Manager’s responsibilities. Para 8.4 and 8.5 also talk about the same.
Subsequent paragraphs are renumbered. A key update in crew requirements (new 8.8) now mandates sufficient flight & cabin crew “commensurate to operations/flight schedule, taking FDTL into account”, while keeping the minimum of three sets per aircraft.

The Union Cabinet has approved the Regional Connectivity Scheme (RCS) – Modified UDAN for a period of 10 years from FY 2026-27 to FY 2035-36, with a total outlay of ₹28,840 crore funded by the Government of India. The scheme includes development of 100 new airports from existing unserved airstrips with an allocation of ₹12,159 crore, and viability gap funding of ₹10,043 crore to support airline operations on awarded routes.
The scheme also provides operation and maintenance support for approximately 441 RCS-only aerodromes (up to ₹3.06 crore per airport and ₹0.90 crore per heliport or water aerodrome annually for three years), and the development of 200 helipads in remote and hilly regions at a total cost of ₹3,661 crore. It further includes procurement of two HAL Dhruv helicopters for Pawan Hans and two HAL Dornier aircraft for Alliance Air.

The DGCA has introduced a draft proposal for a new Aeronautical Information Circular (AIC) aimed at improving the oversight of foreign airlines operating to and from India.
A core element of the proposal is a transition toward a mandatory digital-first process via the e-Governance of Civil Aviation (eGCA) portal. Under these proposed guidelines, foreign carriers would be required to secure unique login credentials by uploading authenticated incorporation and operational documents, with final activation contingent upon the DGCA verifying the competence of a designated Local Representative.
The draft suggests transforming the Local Representative role into a major accountability framework. It is proposed that this representative who must be an Indian national or legal entity would be legally responsible for meeting a 4-hour incident reporting timeline, maintaining continuous portal updates, and adhering to strict replacement deadlines. Unlike the 2020 AIC version, the proposed guidelines would hold the airline directly liable for any lapses by this representative.
Additionally, the draft AIC introduces the concept of deemed suspension of authorization for airports that remain unused for four consecutive IATA seasons.
The proposal also outlines a new Passenger Grievance Redressal Mechanism (PGRM), which would mandate that airlines maintain a grievance register and submit periodic reports to ensure higher standards of consumer protection.

The Directorate General of Civil Aviation (DGCA) has issued a revised Civil Aviation Requirement (CAR) under Section 3, Series ‘M’, Part II, dated February 24, 2026, introducing mandatory benchmarks for airline ticket refunds to address growing passenger grievances.
Effective March 26, 2026, airlines must process credit card refunds within 7 days, provide immediate refunds for cash transactions at the point of purchase, and ensure refunds for bookings made through travel agents or portals are completed within 14 working days.
Key provisions include a 48-hour “Look-in” option for penalty-free cancellations or amendments (if the flight is at least 7 days away for domestic or 15 days for international travel), the passenger’s exclusive right to choose a refund instead of a credit shell, no charges for name corrections reported within 24 hours on the airline’s website, and refunds or credit shells for medical emergency cancellations. For other cancellations, refunds will be based on a fitness-to-travel certificate from an Aerospace Medicine Specialist appointed by the airline or empanelled by the DGCA.
