I'm thinking about this from a pure efficiency standpoint. ERC-8183 requires an evaluator to actively approve completion. Even when both parties are satisfied. You bought something. You received it. You're happy. Yet someone still needs to call complete before the seller gets paid. That evaluator has no protocol-defined incentive to act. This is backwards design.
