@PeterByardDavis Worth noting however that contrary to popular belief, the 6th Labour Govt did also escalate the scale of roading commitments, mostly from continuing the existing RONS commitments and adding the "NZ Upgrade Programme" on top of it

@PeterByardDavis I'm referring to when the 6th Labour Govt introduced a temporary fuel tax cut and backfilled the lost revenue to the National Land Transport Fund from re-prioritised spending from the general fund

@econoadabsurdam Don’t disagree but we’re not gonna move to road user charges nor build an extensive toll road network nor introduce congestion charging in any major centre nor do priced on-street parking at-scale before the oil crisis starts biting households in a big way

@ScootFoundation I think a flat percentage tax on fuel is a very poor way of funding roads and tweaks on that starting point are very suboptimal

@econoadabsurdam The issue with 2 is that with the *existing* crown loans the fund has already overextended itself, with the consensus being that treasury will probably default. In which case 2 is just 1 with more steps

@econoadabsurdam Your alternatives are:
1. don’t do user pays
2. have the crown extend a loan to the transport fund which at a future point in time it’ll manage by deferring investment or increasing costs
