When that happens it is not like priming a pool pump. Some wells will produce less, or non at all. Difficult choice.

@Faith_it @IRanMediaco You are correct but our refineries are set up to redefine tar sands, heavy sour crude from Canada, Mexico and Venezuela. We can’t refine light sweet from Texas and the Permian basin. Bad energy policy, not lack of output, and oil is a globally traded commodity.
