The solution is like you said, fine and punish those responsible after inquiry. (It was easy to get booze and fake IDs as a teen)

I see. Then the minor should be held liable along their parents IF they faked using an ID to get in and/or bribed a club staff to get them in imo. It shouldn't be the fault of the entire club (except the staff that agreed to such a bribe) and the adults in there just because a minor decided and chose to fake info just to gain access to an ADULTS ONLY area.
