In the Ultimate Exorcist Kiyoshi volume 8, Shoichi Usui revealed in the Shuten Touji character profile that by the time Touji appeared on ch15, the series was already "decided to be axed", which fortunately got changed! Now, going by dates, is pretty easy to see what happened:
