C] These are some of the advantages or financial market benefits that we missed in recent years with our debt "suspension" & "default", "haircut" etc.,. These were borne out of the destruction of reforms that include debt as well as budget stabilizers & buffers.

A] 1st, we expect that demand for, & rate of, the Bond will benefit from our improved financial maket rating from "junk" to "B-minus" status. 2nd, a strong demand for & amount realized will improve our financing of long-term projects in the capital budget with long-term loans.

To Plan consciously is better than "no Plan" [or weakened ones]. Plans can help manage & minimize uncertainties. Hence, GIFMIS & other PFM plans do NOT "guarantee" the outcomes in PFM Strategic Plans or Program [Results] Based Budgets [PBBs] for MDAs/MMDAs. Risks are inevitable.

@SethTerkper PFM, GIFMIS and program-based budgeting strengthen governance, but cannot guarantee outcomes. If projects remain fiscal, contractors optimise for completion. That’s why licensed private sector participation still yields poorly executed GoG roads/contract. Assets align incentives.

The point I made was that, as post-World War II institutions, they were set up originally to rebuild devastated advanced economies. So, while they have become relevant to us, Africa's High, Lower & Upper Mid-Income States must also plan to follow the BRIC & EM examples.

We are talking about Debt Mgt, in whatever shape or form [good or bad]. Sinking Fund is built gradually over time, yes? So your verdict is valid if the FM had NOT been paying the huge amts for "default" or "suspended" debt. Opportunity cost for a gradual Sinking Fund build-up?

Sir, It doesn't matter and we all agree this current quarterly adjustment system is the best for us because it will at least prevent the government from subsidizing the electricity bills which is the cause of the energy sector debts and of course Mahama 1.0's reckless PPAs Sir, your government hasn't add a single cedi to the Sinking Fund and @FAnnohDompreh has been pressing the finance minister to answer questions on that.... Can give us any answers?

B] Note that, in a Strategic management [Pogram-based Budget] context, the reforms link [a] NDPC Mid-term Plans to [b] MDA/MMDA Strategic Plans and [c] downstream Programs, Projects & Activities. It is these that find expression in the Results or Program-Based Budgeting [PBB].

A] Procurement is at the beginning of the contract process [not a point in itself]. Yes, there were weaknesses but that was/is the purpose of the revised PFM Act & GIFMIS: to strengthen & automate the underlying follow-up MoF, CAGD & BOG budget, finx/mgt a/c & audit processes.

@SethTerkper So true. But our model is procurement-driven, tied to GoG payment envelopes. That rewards contract capture, not lifecycle value. When roads are treated as infrastructure assets on contractor balance sheets, durability matters because poor execution destroys the asset’s economics.

As I just noted, once the Authorities or Govt point to an explicit policy or law [i.e., PURC etc] that works, an IMF "conditionality" could be averted until assessed as breached [by PURC/Govt] during any agreed "Review". So the LOI/MoU implies our own, agreed, "conditionality".

Does it matter if it is a PURC edict or an IMF condition. The important point, as we sought to do with Home Grown, is to develop our counter-cyclical policies. We have all seen the result of sweeping & stopping fiscal buffers & stabilizers: for Sinking Fund, one word: DFAULT.

Sir, then there's no issue here and PURC's announcement today proves our position there was no mandatory increment clause in the IMF deal.

I did not dispute HE Kuffuor's contribution which, if okay, I acknowledge explicitly NOW. A petrol hub project is underway and, for Tech. University, there are Tarkwa & Takoradi [former HNDs]. The purpose of my post, JAM/JM never gave up on gas devt!!

The investments the Atuabo Gas Processing Plant as well as the gas pipelines, with links to the West Africa Gas Pipelne [WAGPL] as well as the reverse east-west lines speak volumes!!!

@SethTerkper Seth E Terkper, when Mahama1 had the opportunity to invest in gas infrastructure as large as what was envisaged by NPP under Kufuor in Aboadze. But your govt then led by Mahama1 cut cost and reduced it for reasons best known to your govt. That has always been Mahama's character.

Great idea. We support every effort to improve the productive infrastructure in the country BUT no self-dealing, no bloated contracts, no procurement abuses. Where are we on the Private Member Bill, to exclude the Politically Exposed from bidding for state assets and government contracts?????
