They could satisfy the 3% goal just by hiring low level assistants for mailrooms, custodial staff, etc. who fit those conditions with zero impact to gov effectiveness/safety. Nobody's hiring a criminally insane person to fly a plane or something here.

Same as the PM lawsuit, RJ Reynolds is going to the patent office to get $HCMC's e-cig patent thrown out, which has paused the lawsuit. Interesting that the motion to dismiss wasn't ruled on before RJR had to file with the patent office. Video soon. developer.uspto.gov/ptab-web/#/sea…
