Sri Lanka just became the most important neutral country on earth and nobody outside the Indian Ocean understands why. On March 4, a US submarine torpedoed the Iranian frigate IRIS Dena approximately 40 nautical miles south of Galle. Sri Lanka’s navy pulled 32 survivors from the water. Eighty seven bodies were recovered. One hundred and one remain missing. The sailors were returning from India’s International Fleet Review, where they had sailed alongside Sri Lankan warships three days earlier. On March 6, a second Iranian vessel, the IRINS Bushehr, reported engine failure in waters near Sri Lanka. President Anura Kumara Dissanayake authorized the Sri Lankan navy to evacuate all 204 crew members and bring them ashore to a naval camp near Colombo. The ship is now being towed to Trincomalee Harbour on the island’s eastern coast, where it will remain under Sri Lankan custody until the war ends. Sri Lanka did not ask for this. The Indian Ocean delivered it. The island sits at the intersection of every power that matters. The United States is among its closest security partners. Israel provided intelligence, training, and weapons during the LTTE war. India treats the island as its sphere of influence. China holds $1.5 billion in sovereign debt and operates Hambantota port on a 99 year lease. Sri Lanka survives on a $3 billion IMF bailout led by Washington. Every one of those relationships is now being tested by the simple act of rescuing drowning sailors. Opposition Leader Sajith Premadasa warned that allowing a foreign warship into Sri Lankan waters constitutes a blow to sovereignty. MP Wimal Weerawansa claimed the Bushehr was delayed eleven hours because of pressure from Iran’s enemies, meaning the United States and Israel. The government denied external pressure and framed the decision as humanitarian, citing international maritime rescue obligations. The eleven hour delay is the signal. A country confident in its sovereignty does not take eleven hours to decide whether to rescue 204 people. That delay is the sound of Colombo calling Washington, calling New Delhi, calling Beijing, calculating the cost of yes against the cost of no, and discovering that both are unacceptable. Sri Lanka’s neutrality is not Swiss neutrality built on centuries of wealth. It is the neutrality of a bankrupt island on the world’s most consequential shipping lane, owing money to every major power, receiving aid from every major power, and now physically holding the warship of a nation every major power has a position on. Trincomalee is one of the finest natural deep water harbours in the world. The British Empire knew it. The Japanese bombed it in 1942. India has watched it for decades. China wants access to it. And now an Iranian warship sits inside it because a small country decided that pulling people from the ocean matters more than the geopolitics of whose flag they serve under.
