There may have already been multiple other referrals about this child or their sibling(s) and this piece of the jigsaw may be the piece that means the children/family meet the threshold to assess

@Magdale03028309 @WhistleblowingT Involving a child OUT of school time, in a public place with a clear indication of a lack of parental supervision / awareness is more a case for a social worker to make a decision about than a school DSL

@SianStockham @WhistleblowingT Honestly that is a pure waste of social worker time, inappropriate referrals need to be minimised so social workers can focus on real problems

@Magdale03028309 @WhistleblowingT KCSIE states that any person can make a referral to social care if they have safeguarding concerns about a young person. I was just re-sharing that information that I’m sure the OP is already aware of due to their school’s safeguarding training. Arguably, an incident 1/2

A problem in education is teachers are the front line on mental health, family, poverty issues and so much more. The idea that teachers just 'teach' is over. The line between teaching and social work, or mental health is blurring. Yet teachers cannot solve societal issues.
