今朝、第5回「人工知能戦略本部（AI本部）」を開催し、第2期『AI基本計画』の案を決定しました。 高性能AIは、我が国の課題解決と国力強化に直結する一方、サイバー攻撃への悪用など、新たなリスクも懸念されています。 日本は、この技術革新に向き合い、「信頼できるAI」で社会全体を駆動する「AIトランスフォーメーション」、すなわち、「AX」を進めなければなりません。 高市内閣では、本基本計画において『日本AX』を掲げ、その柱として、「バーティカルAI」と「フィジカルAI」の官民投資を、『「強く豊かな日本」投資枠』を活用して、強力に推進します。 まずは、『領域別戦略』を策定し、「バーティカルAI」への官民での集中投資を進めるとともに、人材育成、現場記録作成や意思決定支援へのAI活用、AI・データ連携基盤の構築などの共通課題について、横展開も見据えた施策を推進します。 「フィジカルAI」について、「国産の開発基盤」の構築、AIロボットの研究開発・量産投資や導入支援、AIロボティクスの世界的中核拠点の早期創設を進め、ロボットの社会実装を加速します。 あわせて、AIを前提とした規制・制度や運用ルールの抜本的見直しを、府省庁横断で進めるとともに、リスクに対応した「信頼できるAI」の実現に向けて、政府が高性能AIを評価できるよう、『AI法』を含む関連制度の能動的な見直しや、「AIセーフティ・インスティテュート（AISI）」の機能・体制強化を進めます。 また、「信頼できるAI」の活用による「AX」は、世界と共に実現していくことが重要ですから、『AIサミット』の早期日本開催に向け、関係国と速やかに調整を進めます。 こうしたAIに関する技術開発支援、国際連携や規制・制度見直しなど、「AX」を一体的かつ強力に推進するため、外部の技術人材も積極的に活用し、諸外国に比肩する政府の推進体制を構築します。 高市内閣は、行政、産業、暮らしを創り変え、日本を強く、豊かにする『日本AX』を、「まずは行政から始める」こととし、｢信頼できるAI｣により社会全体が駆動する具体像を示すべく、検討を加速してまいります。
