This comes down to a long-standing double standard rooted in how relationships are framed around gender roles. When a man says he isn’t ready, women are socialized to interpret it as something to be patient about, but when a woman says no, it’s treated like a rejection of the whole relationship. A man’s hesitation is seen as normal, whereas a woman’s hesitation is seen as a red flag.
