The "3-2-1 lottery" proposal, named to represent the number of lottery balls per team, would expand the lottery from 14 to 16 teams. Teams that do not qualify for the playoffs or play-in tournament but stay out of the relegation zone (spots four through 10) would receive three lottery balls each. Teams with a bottom-three record -- the relegation zone -- would have just two lottery balls but have a floor of the 12th pick while the rest of the 13 lottery teams could fall as far as the 16th pick. The 9th and 10th play-in seeds in each conference receive two lottery balls each while the losers of the 7-8 play-in games receive one lottery ball each. In addition, no team would be able to win the top pick in consecutive years or be able to win three consecutive top-five picks. Teams also would not be able to protect picks in the 12 to 15 slots going forward.

My main concern with the NBA’s new lottery proposal: There is a cliff between each tier.
If you’re a 9th or 10th seed, you might rather be one of the 7th non play-in teams for greater odds. If you’re the 7th or 8th seed, you might rather be in the 9th or 10th slot for double the odds. If you’re the 5th or 6th seed, you might rather get in the play-in.
The winners of those play-in games get the 7th seed and a zero percent chance in the lottery. The loser gets a chance to still make the playoffs and a 2.7% chance at the top pick, an 8% chance at the top 3, a 15% chance at the top 5, a 35% chance at the top 10, and a 100% chance at the top 16. That seems like a significantly better outcome.

• Lottery expands from 14 → 16 teams
Relegation zone (bottom 3 teams) gets fewer odds for No. 1 pick
• Teams outside bottom 3 get better lottery odds (3 balls vs 2)
• Play-in teams also receive lottery balls (varies by seed)
• No team can win No. 1 pick in back-to-back years
• No team can get 3 straight top-5 picks
Picks 12–15 can no longer be protected
• NBA can punish tanking by reducing odds or moving picks

The Wizards could’ve arrived here with Avdija if they didn’t waste 4 years giving touches to Westbrook, Dinwiddie and other mid PGs. They drafted a 6-8 point forward but didn’t give him the ball. Never made sense. The Blazers figured out how to use Deni basically right away.
