This is peak dishonest reporting.
The full story is that only 4 plots were leased.
2 were leased to white occupants and 1 to a coloured who were renewing their leases after already having the lease.
Only 1 new lease was given and it went to a black applicant.
Thus the percentage of successful new applications went 100% to black applicants.
