CHIZ PUSHES FOR 'NEGATIVE LIST' TO STOP FLOOD OF WASTEFUL DPWH PROJECTS Senate President Chiz Escudero is urging Malacañang to prepare a "negative list" of infrastructure projects that should be barred from the 2026 national budget and vetoed outright by President Ferdinand Marcos Jr., warning that such measures are needed to prevent funds from being siphoned into non-essential programs. "Instead of waiting for questionable projects to slip into the budget and then expose them after the fact, we should be proactive. The Palace should make it clear from the start that these kinds of projects will not be entertained," Escudero said. He cautioned that without firm guidelines, the Department of Public Works and Highways (DPWH) budget will be flooded with "walang kwentang projects," adding: "There should be zero budget for zero-benefit projects" Among those he identified for inclusion in the negative list are overpriced road devices such as reflective studs or "cat's eyes," slope protection nets, paints, and so-called "vanity projects" like waiting sheds, swimming pools, signages, and other non-essential amenities. Escudero also proposed a moratorium on new DPWH flood control projects for 2026, noting that billions of pesos from the 2025 allocation remain unimplemented. "Tapusin muna natin ang pending projects at ayusin natin ang plano bago natin ituloy ang mga ito. We should give Secretary Dizon the opportunity to fix the system first," he said. He urged that the funds be redirected to more urgent measures such as waste-to-energy plants, refuse-derived fuel facilities, and interventions to unclog drainage systems and increase the water-holding capacity of rivers and waterways, which he said are the real drivers of flooding in Metro Manila and other urban centers. Escudero emphasized that the negative list should serve as a clear guide for both the Executive and Legislative branches, warning that any congressionally sponsored projects in violation of the list should expect a presidential veto. Kung anu-anong budgetary adventurism lang ang isinasaksak taun-taon kaya kailangan na maudlot na bago pa man maisama sa GAA (General Appropriations Act)," he stressed.
