So many districts in Bihar have a per capita income of less than $1 000. How do people even survive there? There has to be a large informal economy sustaining them the per capita income of a vast majority of Bihar is comparable to burundi. All the previous leaders and bureaucrats of Bihar should be held accountable for what they have done to the state.
