Chinas oil imports can be broken down into six primary suppliers: Russia 🇷🇺 2.2m bpd Saudi 🇸🇦1.6m bpd Malaysia 🇲🇾 1.4m bpd Iran 🇮🇷 1.4m bpd Iraq 🇮🇶 1.1m bpd UAE 🇦🇪 1m bpd China has made a concerted effort to diversify its supply as much as possible because it is fully aware of the detrimental effects from any obstruction to the flow of supply. Roughly 80% of Chinas oil imports flow through the Strait of Malacca - a maritime passage that boarders Malaysia, Indonesia & Singapore. The U.S. has an active fleet of 19 B2 stealth bombers. Each B2 can carry about 16x 2k pound JDAMs, a precision munition that is fully capable of setting an oil tanker ablaze. Consider that a very large crude carrier (VLCC) oil tanker can carry 2m bpd and it’s easy to see why it would be impossible for oil to move through the strait if a B2 was out hunting it. Less than a month ago, the U.S. moved six B2s to Diego Garcia, a joint base in the Indian Ocean just 2k miles away from the Strait. The last time the U.S. stationed B2s in Diego was in 2020 when only three were moved there temporarily. B2 bombers have a range of 7k miles without refueling which is more than sufficient to leave Diego, bomb a tanker, and return without being seen or contested. The bombers were made publicly visible as opposed to being housed in hardened hangers. A message was being sent. At the time the assumption was the message was for Iran, which is on a shot-clock following the receipt of a letter from Trump regarding their nuclear program. And that may very well be true. Natanz, Irans primary uranium enrichment facility, is 2.4k miles from Diego and therefore just as easily “touched” as the Strait is. But after the last week you can interpret the positioning of the bombers from another angle. If you were planning to commence an economic assault on China you would want to preposition a deterrent to contain the playing field solely to trade as opposed to contagion to an all-out kinetic confrontation. Said another way, Xi might think now is the time to go for Taiwan. Think twice. More importantly this sets the table for negotiation. In a world where the U.S. and Chinese spheres decouple there are still certain resources that are not as easily divvied up. Oil is one, semiconductors are another. By flexing the muscle reminding Xi that it has yet to build the blue water navy it needs to protect its supply chain, you provide incentive for him to come to the table to negotiate a more amicable decoupling. This thread is already too long so I’ll leave it here for now. But refer to the above in the coming days as the U.S. - Iran & US - Saudi talks (or confrontation) take place and understand who the silent third-party in all this is.

It is after one of these 3 conditions have been met that the reporting requirements kick in. None of those 3 requirements were met before Trump's use of force. The 3 requirements are in line with what Hamilton wrote in Federalist 69 and the discussion of Commander in Chief during the Congressional records of 1787. No, that we "might" be attacked is also not an excuse. The framers gave the President power only 'to repel sudden attacks' (Madison's notes, Aug 17, 1787)—defensive response to actual/imminent assaults, not preemptive first strikes against potential future threats. 'Repel' ≠ 'attack before being attacked.' Congress declares/initiate wars; Exec repels the sudden ones. Original intent matters.
