TSC is a review undertaken by Ian Bauckham and a few others in 2016, the curriculum review referenced it, although it had barely any research behind it and millions were pumped into NCELP (centre for excellent in Lang pedagogy) run by the same group.

This is where the @educationgovuk nonsense starts. The perfectly reasonable relationship between a child’s age and their phonics performance is labelled a ‘decline’. This suggests a problem and probably culprits. It is neither.
