On the news now: Tokyo gov Koike was told of Sapporo plan 3 days ago, was told nat'l gov would pay for it. Nat'l gov says it's Tokyo's responsibility to pay. JOC says it's IOC's responsibility. Also pointed out that Sapporo Dome doesn't have an entrance usable for marathon.
