@OnTheSportField It's probably got to do something with parties keeping local party workers busy, occupied and loyal under some or other excuse like this. Organising rallies, facilitating transport, giving contracts for accommodation, drinking water, coffee, snacks, etc, etc.

Never understood y ministers/chief ministers frm different far-flung states, with absolutely nothing in common, travel 2 other far-flung states 2 campaign in THAT state's elections? How exactly is a Raj/MP/Guj politician relevant in Ben/TN/Ker? Or evn among themselves?
