Yakubu Secretariat, Gusau May 14, 2026 (PRESS STATEMENT) GOVERNOR LAWAL APPOINTS DG FOR ZAMFARA ROADS FUND Governor Dauda Lawal has approved the appointment of Bashir Abdullahi Gusau as Director-General of the Zamfara State Roads Fund. Announcing the appointment, the Secretary to the State Government, Malam Abubakar Mohammad Nakwada disclosed that the development followed passage of the law establishing the State Roads Fund. The fund is one of the requirements under the Rural Access and Agricultural Marketing Project (RAAMP) in Nigeria. RAAMP is a World Bank-supported initiative designed to secure, manage, and disburse financing for the upgrade and maintenance of rural roads, with the aim of improving agricultural logistics across rural communities. Bashir Abdullahi is a seasoned public sector finance officer and administrator with over 30 years of experience in financial management, accountability, and strategic leadership in the Zamfara State civil service. During his career, he held several key positions, including State Cashier, Central Account Officer, Head of Internal Control, and Director of Salary in the State Ministry of Finance. He retired in December 2025 as Director of Finance and Accounts in the Cabinet Affairs Office, Office of the Secretary to the State Government. Mr Abdullahi holds a Master of Business Administration from Ahmadu Bello University, Zaria, and is a member of several professional bodies. Among others, he is a Fellow of the Chartered Institute of Leadership Manpower and Management Development, African Institute of Strategic Managers, and Institute of Professional Managers and Administrators of Nigeria. Governor Lawal expects the appointee to work with utmost integrity and apply his expertise in managing the fund to drive the development of Zamfara state in line with the rescue agenda of the administration. ZAKARI AS COMMISSIONER Governor Dauda Lawal has nominated Professor Yahaya Zakari Abdullahi as Honorable Commissioner and Member of the Zamfara State Executive Council. The nomination has been communicated to the Zamfara State House of Assembly by the Secretary to the Zamfara State Government (SSG), Malam Abubakar Mohammad Nakwada, for screening and confirmation, pursuant to Section 192 of the 1999 Constitution of the Federal Republic of Nigeria (as amended). At its 177th sitting held on Thursday, May 7, 2026, the State Assembly swiftly screened and confirmed the appointment. Prof. Zakari is a distinguished scholar and administrator with over two decades of experience in academia, policy formulation, and public service. He served in various leadership capacities within the tertiary education system, including as the pioneer Vice Chancellor of the Zamfara State University, Talata Mafara (ZAMSUT). THE TRUE BENEFICIARIES OF THE ZAMFARA ELITE CONSENSUS By Suleman Ahmad Tudu There is a popular African proverb that says “when the elephants fight, the grass will suffer!” This poignant adage captures a brutal truth: the weak become victims when the powerful are at loggerheads. To put this in the context of Zamfara, the people of the state (the grass) have suffered enough from the political feuds among our key political actors (the elephants). Their years of political rivalry have turned the critical aspect of governance in the state into a zero-sum game where one party's failure becomes another's gain, while the masses pay the price. However, it seems that era has just ended. The wise decision of Governor Dauda Lawal to join the ruling All Progressives Congress (APC) has brought the state's key political figures under one roof. This shift has converted years of fractured politics into a unified development agenda for the progress of Zamfara. It ends the politics of distraction, where energy was spent fighting opponents instead of solving real problems retrogressing the state. Yes, I have noticed fair concerns about this political realignment. Some people dismiss it as merely a political maneuvering. Others argue it could amount to nothing for the ordinary people of the state. I can understand the skepticism; but nevertheless, skepticism shouldn't go to an extent of masking us to the seemingly impossible things that unity can make possible. There is no denying the fact that no challenge has crippled Zamfara more than banditry. Yet the fight against the menace has been disjointed due to conflicting political interests, leaving the state in a critical condition while leaders traded blame. This consensus now eliminates that conflict of interest and creates a concerted front of strong political will against insecurity. It blends institutional memory from former governors, executive power from Governor Dauda Lawal, and the federal might through the Minister of State for Defense, Hon Bello Matawalle. They will now speak with one voice and work in unison, focusing on what to be delivered for Zamfara. Additionally, this consensus creates opportunity for resource mobilization through the Zamfara Security Trust Fund established specifically to finance the fight against banditry in the state. I recall that in November 2024, Governor Lawal constituted a fundraising committee comprising National Assembly members and other distinguished citizens of the state in order to bankroll counter-banditry efforts. With this realignment, that committee returns to life. All the key political actors have now agreed to contribute in cash and kind to fund the initiative, as announced by Governor Lawal at the APC stakeholders meeting held on Saturday, April 25, 2026. I gathered that Sen. Abdulaziz Yari has already made a financial commitment to procure and donate some armoured personnel carriers for the fight against criminal elements across the state. This is the first dividend of the realignment and more will follow, Insha Allah. Furthermore, the consensus will also enhance synergy with the federal government. Zamfara is now positioned to negotiate special interventions and more security deployments without partisan gridlock. Another advantage of this realignment is boosting investor confidence as it increases chances for policy continuity. Capital usually flows where politics is predictable. Investors and development partners may fear that projects will stall and be abandoned after the next election, but when key players agree on a long-term agenda, it signals stability. These are some of the reasons I believe the people of Zamfara are the true beneficiaries of this elite consensus and no one else. The only victims of this unity are the bandit-terrorists who have been capitalizing on our divisions to grow more sophisticated while indiscriminately terrorising our communities!...

OFFICE OF THE SECRETARY TO THE ZAMFARA STATE GOVERNMENT JB Yakubu Secretariat, Gusau April 21, 2026 PRESS STATEMENT ZAMFARA GOV'T DIRECTS LAW ENFORCEMENT TO CLAMP DOWN ON TRAFFIC OFFENDERS, CONSIDERS JOINT TASK FORCE FOR ENFORCEMENT The Zamfara State Government has directed law enforcement agencies to intensify action against traffic offenders across the state. The directive was issued on Tuesday by the Secretary to the State Government, Malam Abubakar Mohammad Nakwada, while receiving a report on traffic violations and related offences in Gusau. The move follows the State Government’s decision in February to set up a committee chaired by DCP Salisu Bello Fago. The committee was mandated to examine the prevalence and nature of traffic violations and related offences, with the aim of curbing frequent accidents claiming lives in the state. Addressing the committee, the SSG decried the reckless attitude of some road users, noting that it continues to threaten public safety. He further charged law enforcement agencies to track and prosecute offenders without fear or favour, regardless of their status in society, while also cautioning against extortion of citizens. “It is important to state without ambiguity that the violations highlighted in this report, ranging from traffic indiscipline to the abuse of regulated privileges, directly undermine Government’s ongoing efforts to build safe, orderly, and secure urban and inter-local government transport systems. “This is particularly concerning given the significant investments being made in strategic infrastructure across the State Capital and key Local Government Headquarters. “Let me reiterate that any act of non-compliance, negligence, or deliberate violation, whether by individuals, commercial operators, or officials entrusted with enforcement responsibilities, will not be tolerated. “Heads of relevant agencies will be held accountable for lapses within their jurisdictions. Enforcement must be firm, fair, and consistent, in strict adherence to established laws and operational guidelines,” he stated. Malam Nakwada also charged relevant government agencies to intensify public awareness campaigns while urging members of the public to strictly adhere to traffic rules and regulations. He also thanked the members of the committee for their diligence, assuring them that the state government will carefully study the report and implement recommendations that will significantly improve traffic management and promote safer and more orderly roads across the state. Parts of the committee's recommendations include establishing a joint task force comprising personnel from security and law enforcement agencies to work along with the Zamfara Road Traffic Court already established by the state government. ZAMFARA JUMPS TO 15TH IN NIGERIA'S AUDIT EFFICACY RANKINGS AHEAD OF LAGOS, KANO, 19 OTHER STATES By Suleman Ahmad Tudu Zamfara State has emerged as the 15th best state in Nigeria in the 2025 Subnational Audit Efficacy (SAE) Index, scoring 42%. This puts Zamfara ahead of Lagos, Kano, Oyo, and 18 other states. The score is also higher than the national average of 34.5%. The index, released by Paradigm Leadership Support Initiative (PLSI), assesses how effectively states manage public finances and implement policies, covering all the 36 states of the federation. It gathers data from institutions like audit bodies, public accounts committees, and accountant-general offices, plus input from civil society and media groups. The 2025 SAE Index shows Zamfara has improved on audit efficacy by about 133% in three years, rising from 28th position in 2022 to 15th in 2025. The position is also an improvement from the 17th earned in the 2024 index. This significant improvement in the state's audit transparency reflects the emphasis on transparency, accountability, and good governance championed by Governor Dauda Lawal. Since its inception, Governor Lawal's administration has been implementing policies that enhance Zamfara's fiscal transparency and efficient resource management. Key initiatives that are redefining the state's fiscal landscape include reforming the state's consolidated revenue law, abolishing cash-based revenue collection, digitizing government services and revenue collection systems, introducing performance-based budgeting, and enhancing payroll management. The rescue administration will continue to build on this momentum and sustain those gains by initiating reforms that promotes accountability and good governance for sustainable development in Zamfara state. The appointment takes effect from April 1, 2026. Disclosing the approval, the Secretary to the Zamfara State Government, Malam Abubakar Mohammad Nakwada explained that RARA is established to focus on improving rural infrastructure, specifically roads and bridges, connecting rural areas to urban centres for inclusive economic growth across the state. Governor Lawal's administration has focused on driving growth through infrastructure development, prioritizing projects that accelerate economic activities and enhance the security of communities. Alongside the Urban-renewal program that revitalizes cities, the administration has also awarded contracts for key rural roads including the 108km Magami to Dansadau road, 95km Tsafe to Yankuzo roads, valued at billions of Naira among others. Shettima is expected to formally receive Governor Dauda Lawal into the All Progressive Congress (APC) in a grand occasion. The committee chaired by the Deputy Governor, Malam Mani Mummuni comprises stakeholders from Governor Lawal's camp and existing APC members who will work together to ensure the success of the event. The Secretary to the Zamfara State Government, Malam Abubakar Mohammad Nakwada, highlighted that the committee also aims to foster party unity, accommodate everyone and facilitate seamless integration process ahead of Governor Lawal's formal induction into the APC. OFFICE OF THE SECRETARY TO THE ZAMFARA STATE GOVERNMENT JB Yakubu Secretariat, Gusau March 17, 2026 PRESS STATEMENT SALLAH FESTIVITIES: ZAMFARA GOV'T HOLDS SECURITY MEETING, ASSURES ADEQUATE SAFETY MEASURES The Zamfara State Government has held a high-level meeting with heads of security and paramilitary agencies to review the state's security situation and devise proactive safety measures ahead of the looming Eid-el Fitr celebrations. The Secretary to the Zamfara State Government (SSG), Malam Abubakar Mohammad Nakwada, chaired the meeting on Tuesday in Gusau, the state capital. During the strategic engagement, the security agencies briefed the state government about the proactive measures they are putting in place to ensure security and safety of Zamfara residents throughout the festive period. The measures include the massive deployment of about 1,474 Police, Civil Defense Corps, Intelligence personnel, Road Safety Officers and Explosive Ordnance Disposal teams who specialize in handling bomb and explosive threats. Those gallant officers will work in synergy with local authorities on intelligence, surveillance, patrols and traffic control aimed at maintaining public order across the 14 local government areas of the state. Addressing the security chiefs, the SSG said the meeting was convened at the instance of Governor Dauda Lawal to appraise the security trends in the state and ascertain the level of preparations for the provision of adequate security before, during and after Sallah celebrations. "Zamfara State Government is appreciative of the efforts of all security personnel working selflessly to ensure our collective security. You have our prayers and support. "I assure you that Governor Dauda Lawal is always willing and ready to provide all the necessary support despite the scarce resources for you to perform your duties effectively," the SSG stated. Malam Nakwada also urged the good people of Zamfara to be security conscious and support security agencies, emphasizing that security of lives and properties is a collective responsibility that requires all hands to be on the deck. He further called on traditional and religious leaders, especially Chief Imams, to intensify preachings that promote unity and peaceful coexistence among people. The SSG also seized the opportunity to, on behalf of the government of Zamfara state, congratulate the Commissioner of Police, Ibrahim Balarabe Maikaba, on his recent promotion to the rank of Assistant Inspector-General of Police. He prayed Allah (SWT) to guide him through the demands of his new role. On Thursday, the Secretary to the Zamfara State Government led a state government delegation to Kaura Namoda to commiserate with the Liman family and Kaura Namoda Emirate on Governor Lawal's behalf. The SSG, while expressing the government's deep sympathy, described the death as a great loss, not only to the family but the entire state. OFFICE OF THE SECRETARY TO THE ZAMFARA STATE GOVERNMENT JB Yakubu Secretariat, Gusau March 15, 2026 PRESS STATEMENT APC MEMBERSHIP SURGES TO 158,697 IN ZAMFARA DAYS AFTER GOV LAWAL'S DEFECTION The membership of All Progressive Congress (APC) has reached 158,697 in Zamfara State, three days after the e-membership registration portal was reopened following the defection of Governor Dauda Lawal into the party. On Sunday, the Secretary to the Zamfara State Government (SSG) Malam Abubakar Mohammad Nakwada supervised the ongoing e-membership registration exercise in six registration centres across Gusau and Bungudu local government areas of the state. The SSG was accompanied by the State Coordinator for the registration exercise, Hon Naziru Ibrahim and the Commissioner for Local Government and Chieftaincy Affairs, Engr Ahmad Garba Yandi among other officials. During the supervision tour, the SSG expressed satisfaction at the massive turnout of Governor Dauda Lawal's supporters who flocked en masse to register with APC, indicating overwhelming public approval for his party switch. Just three days after reopening registration, approximately 60,987 new members had registered, adding to the 97,710 already registered before Governor Lawal joined the party a few days ago. This brings the APC's total membership to 158,697 in the state as of 1930 hours on March 15. On average, about 20,329 people are formally registering with the party daily, demonstrating Governor Lawal's formidable grassroots appeal and the growing APC's popularity in Zamfara state. Malam Nakwada was optimistic that the new member target is achievable before the March 25 deadline if the momentum is sustained. While in Bungudu, the SSG facilitated a brief virtual engagement between the highly excited registrants and Governor Lawal who is in Saudi Arabia for a lesser Hajj, showcasing top-level commitment to the success of the exercise. Governor Lawal appreciated the resilience of his teeming supporters for the impressive turnout amidst harsh weather and fasting, reiterating that his administration will continue serving the best interests of the state. SECRETARY TO THE ZAMFARA STATE GOVERNMENT JB Yakubu Secretariat, Gusau March 11, 2026 PRESS STATEMENT GOVERNOR LAWAL APPOINTS MANAGING DIRECTOR FOR GUSAU INTERNATIONAL AIRPORT His Excellency, Governor Dauda Lawal, has approved the appointment of Kabir Yahaya Gusau as the pioneer Managing Director (MD) for Gusau International Airport. Disclosing the approval, the Secretary to the Zamfara State Government (SSG), Malam Abubakar Mohammad Nakwada, explained that the appointment is part of the ongoing efforts of the administration to ensure effective coordination and operational readiness of the Airport project which will soon commence operations. The airport is expected to significantly enhance international connectivity, investment opportunities, and economic development for Zamfara State and the country at large. The appointee is a seasoned aviation professional and brings over three decades experience in aviation operations and airspace management. Over the course of his distinguished career, he served in various strategic capacities within the Nigerian aviation sector, including Airspace Manager at Nigerian Airspace Management Agency (NAMA), Gombe Airport, and Special Assistant to the Managing Director/Chief Executive of NAMA among others. Until his recent appointment, he served as General Manager, Aeronautical Information Services (AIS) at the NAMA Headquarters, Abuja. Mr Kabir Gusau holds a Master's degree in Transport Planning from Lagos State University (LASU), a Postgraduate Diploma in Transport Planning from LASU, and certifications in Aeronautical Communication from the Nigerian College of Aviation Technology (NCAT), Zaria. Governor Lawal expects the appointee to leverage his expertise in ensuring effective coordination and seamless airport operations, in compliance with global standards. SECRETARY TO THE ZAMFARA STATE GOVERNMENT JB Yakubu Secretariat, Gusau March 09, 2026 PRESS STATEMENT GOVERNOR LAWAL CONCLUDES CONSULTATION, DUMPS PDP FOR APC OVER PARTY'S IRRECONCILABLE CRISIS Zamfara State Governor, Dauda Lawal, has decided to dump the People's Democratic Party (PDP) for the ruling All Progressive Congress (APC) over the irreconcilable PDP's internal crisis. The decision was reached during a stakeholders' meeting chaired by the State Deputy Governor, Malam Mani Mummuni, on Monday in the Rescue Hall, Government House, Gusau. In January, Governor Lawal launched a state-wide stakeholders engagement under a committee led by an elder statesman, Alhaji Salihu Mai Buhu Gummi, to chart the state's next political course amidst PDP's deepening crisis and INEC's looming timelines for the 2027 general elections. Majority of the stakeholders advised the Governor to join APC, citing the need for unity in bringing development to the state. "Following your inputs and careful consideration, including the need for elite consensus towards addressing the state's security challenges, His Excellency, Governor Dauda Lawal, has decided to join APC," the Deputy Governor announced on behalf of Governor Lawal. "From now onwards, we become members of APC. And by this declaration therefore , you are hereby directed to resign your PDP membership immediately. "E-registration for APC will reopen tomorrow. I urge you to go and register as we target 400,000 additional progressive members in the next 17 days in the state," he added. In his remarks, the Secretary to the State Government, Malam Abubakar Mohammad Nakwada, pledged the state government's backing, saying executive members and political appointees are in total agreement with Governor Lawal's decision to join APC. Governor Lawal thanked the PDP for the opportunity to serve as its governorship flag bearer in 2023, saying that he worked hard to reconcile the party, but efforts were unsuccessful. He further expressed gratitude to the people of Zamfara state for their support and goodwill, assuring that the rescue agenda will remain on track despite party switch. Governor Dauda Lawal has approved the recruitment of 3,050 qualified teachers to improve the teacher-pupil ratio in Zamfara state. The ZSUBEB will announce the transparent and merit-based recruitment process in due course.
