They could offer the Non-Taxpayer Mid-Level Exception ($15.1 Million) on a 4 year deal.

There's a lot of talk about Portland being in the trade market this offseason. They don't absolutely need to. Damian Lillard is coming back & they can use the Full Non-Taxpayer Mid Level Exception ($15.1 Million) and the Bi-Annual Exception ($5.5 Million) to add to the roster.
