Fast fashion doesn’t feel cheap when the cost starts surfacing. South African shoppers were buying earrings for R42 and shoes for R188 online, prices that local retailers couldn’t source at wholesale. A little-known tax exemption called the R500 de minimis rule made that possible, letting Temu and Shein import goods duty-free. The South African Revenue Service (SARS) shut it down in June 2024, imposing a 45% duty and VAT on every parcel. That shift matters. Local unions say more than 8,000 jobs were already lost in five years. Are these platforms easing pressure or exporting unemployment?
