Three years ago I remember raiding a Vtuber who had around 200 viewers, they were chilling with a game, and I raided with 5 viewers, they only turned their eyes to the notification, and said nothing, only to then minutes later greet a raid of partner size streamer. I felt so embarrassed, and useless, that I promise to never raid anyone I didn't know or at least had similar numbers to me. Now I know you should never be ashamed to raid someone much larger, just make sure it's someone you would feel comfortable to raid because you know they are kind.

I don't care if you raid me with 1 or 1000 people, I just appreciate that you raided me at all. I can't really imagine acting like the size matters. The important thing is that you thought I was cool enough to show off to your audience. My porcelain shines at the goodwill.
