Bringing back the NFL to DC would be a great thing, and there are many reasons why this is good for the team, and the entire region. I'm just quibbling with the argument being made that giving away an asset is somehow not funding because its not cash.

Disagree Grant. The land has huge value and the feds are giving it away for free- that is not how federal land sales usually work. Giving away an asset that has substantial sale value is absolutely a form of federal funding.
That having been said- I support what they are doing

This is not accurate. There’s no federal funding to build the new stadium in DC. The bill does not provide funding for a new stadium in D.C. It just transfers jurisdiction of RFK to DC and actually expressly prohibits the use of federal funds for a new stadium.
