@SensoXI Prowler is a S tier. Vol 1 solidify this. Rabble and Assessor are one dimensional villains. I will place both in C or B tier. Inari only had one comic, definite C tier. Venom is way too low for killing Mile's mother. He is an A tier. the rest are D tier.

I don't get the "Miles has no villains" take because he actually has a more solid lineup than most legacy heroes. It's obviously unfair to compare them to Peter's villains, who've been around for decades
Ranked them based on personal interest, enjoyment, potential, and execution

I see where you're getting it out but Minato has two things Naruto lacks. Master strategist and the FTG. He can quite literally remove each pain from the battle field to 1v1 or get rid of them all together. He should be faster than Sage Naruto
