Is over-penetration as big of an issue as it is made out to be? Especially when it comes to handgun cartridges, is there a reason to even consider it? A large percentage of law enforcement involved shootings occur around vehicles where the perpetrator often benefits from the cover and concealment provided. In this situation, penetration can quickly become a requirement.
