I found out why this tweet was dated September 2, 1992 (Heisei 4). The original timestamp of this tweet was December 11, 2011, 10:02:50 (JST). You can tell because searching with "from:kano9x since:2011-12-11_10:02:50_JST until:2011-12-11_10:02:51_JST" brings up this tweet. Expressed in UNIX time (milliseconds), that's "1323565370000". For some reason, this value was treated as a "32-bit unsigned integer," causing an overflow to 1323565370000 mod 2^32 = 715442832 and that remainder ended up as the numerical value. If you interpret this "715442832" as UNIX time (seconds), It becomes September 2, 1992, 23:07:12 (Japan time) Which is exactly the date and time displayed.
