There are weaknesses in Rush’s argument I’d like to address. China’s search for weapons in trade policy became noticeably more systematic, active, and global in scope after US hawkishness starting in 2018. That said, Rush’s point on the timeline of China’s trade policy should not be dismissed. However, China is indeed an exception to great power behaviour. To suggest otherwise is egregious. China pales in comparison to the US in imperialist behaviour. The US has actively and violently opposed sovereign development in the Global South for decades. Even if it tried, China could not match the US’s number of military interventions, regime change operations, and measures of economic coercion in and against foreign countries.
