Ambassador Mumin Chen recieved the Head of the Department of East Asian Studies of University of Delhi, Professor Ranjana Mukhopadhyaya and Professor Amlan Dutta on April 16th. University of Delhi is one of the most prestigious university in India, which has cultivated numerous talents in a variety of fields. Department of East Asian Studies of DU is also one of the most influential Asian studies department in India, which covers Japan, Korea and China studies. To everyone's surprise, ambassador Chen was a visitor scholar at the department over a decade ago! The ambassador, Professor Mukhopadhyaya, Professor Dutta and the Head of Educational Division of TECC, Jill Lai discussed all the possibilities for future cooperation. The TECC delegation, comprising Dr. Mumin Chen, Representative, and Ms. Jill Lai, Director of the Education Division, visited Assam Don Bosco University’s (ADBU) Tapesia and Azara campuses on 8 April 2026. During the visit, Dr. Mumin Chen delivered keynote addresses on “Taiwan–India Relations: Achievements, Challenges and Prospects” and “The Story of Taiwan: How a Small Island State Rose to Become an IT Giant.” On the same occasion, TECC renewed its Memorandum of Understanding (MoU) with ADBU to support the establishment of a Taiwan Education Center, promote Mandarin language education, and facilitate the recruitment of Mandarin faculty from Taiwan. The MoU was signed by Ms. Jill Lai, Director of the Education Division at TECC, and Fr. Dr. Jose Palely, Vice Chancellor of ADBU, in the presence of Dr. Mumin Chen, Representative of TECC, and Fr. Dr. Zacharias George, Registrar. The TECC delegation, comprising Dr. Mumin Chen, Representative; Dr. Lung-Jieh Yang, Director of the Science and Technology Division; Ms. Jill Lai, Director of the Education Division; and Ms. Eva Chang, Executive Officer of the Science and Technology Division, visited IIT Guwahati on 7 April 2026. During the visit, the delegation held an engaging session with Mandarin faculty from Taiwan and interacted with students at the Taiwan Education Centre. A tour of key laboratories and academic facilities across the campus was also arranged. On the morning of April 1, 2026 (not April Fool's Day, it's true), Ambassador Mumin Chen at the Taipei Economic and Cultural Center in India received Dr. Shivani Malik, who is about to go to the Institute of Plant and Microbial Biology (IPMB) at Academia Sinica for postdoctoral research. Dr. Malik holds a Ph.D. in Biology from the University of Oxford in the UK and is familiar with plant immune systems, plant-microbe interactions, and international plant gene banks. She is expected to conduct research in the laboratory of Ass. Research Fellow Chih-Hang Wu at Academia Sinica for 2–5 years. Dr. Malik aspires to connect Taiwan-India smart agriculture technology cooperation research with startup technology transfer. In addition to affirming and wishing her smooth research in Taiwan, Ambassador Chen also expressed positive expectations for future Taiwan-India technology cooperation, suggesting that in addition to AI and semiconductor technology, it should expand to areas such as smart agriculture and precision medicine. TECC signed a Memorandum of Understanding (MoU) with the Dalai Lama Institute for Higher Education (DLIHE) for hiring of Taiwan Mandarin faculty and promotion of Mandarin study The MoU was signed by Ms. Jill Lai, Director, Education Division, TECC, and Dr. Tenzin Pasang, Principal, DLIHE. The ceremony was witnessed by Dr. Mumin Chen, Representative, TECC, and Mrs. Tashi Dicky, Secretary, Bureau of His Holiness the Dalai Lama. Mr. Jigmey Tsultrim, Chief Representative, Office of the Chief Representative, Central Tibetan Administration (South Zone) also attended the ceremony. So far, 12 companies have responded by forming a “Prosperous Allies Economic and Trade Company,” demonstrating a strong commitment to public-private collaboration in advancing diplomacy and economic cooperation. Against this backdrop, Taiwan is rethinking the role of diplomacy—expanding beyond government affairs into tourism, trade, and broader economic engagement, transforming diplomatic ties into tangible opportunities for investment and development. 2026 MOFA Taiwan Fellowship scholar Mukesh Kaushik published an op-ed in the Taipei Times, highlighting Taiwan–India semiconductor cooperation. The article notes that while India has strong ambitions, it faces execution and institutional challenges, whereas Taiwan’s success lies in policy consistency and efficient implementation. On the morning of March 22, TECC attended the ritual ceremony for Venerable Master Hsing Yun’s sarira (relics). On March 17, at the Yushan Forum, Shaurya Doval, Founder of the India Foundation, highlighted the strong alignment between Taiwan’s New Southbound Policy and India’s Act East Policy. He emphasized Taiwan’s critical role in the Indo-Pacific and warned that any conflict in the Taiwan Strait would have a devastating impact on India’s economic security. TECC hosted a Study in Taiwan seminar for students from Indian universities in Delhi, focusing on the Huayu Enrichment Scholarship and the Ministry of Education Taiwan Scholarship. Education Division delivered a detailed presentation on scholarship opportunities, eligibility criteria, and academic pathways available in Taiwan. The programme concluded with a sharing session by Mr. Vansh Pal, alumna of National Taitung University under Huayu Enrichment Scholarship, who spoke about his cultural experiences and Mandarin learning in Taiwan. 駐印度臺北經濟文化中心（TECC）於德里舉辦「赴臺留學說明會」，並接待來自印度各大學之學生。並於說明會上著重介紹華語文獎學金及教育部臺灣獎學金。 該說明會由駐印教育組進行簡報，說明各項獎學金之申請機會、資格條件及赴臺就學之學術發展途徑。 本次活動最後由曾獲華語文獎學金，國立臺東大學校友的 Vansh Pal 先生分享自身經驗，介紹他在臺灣期間的文化體驗以及學習華語的歷程。
