There is no single criterion to determine whether or not a character is a loli. However calling Rebecca a loli is such a stretch that it really just makes the word meaningless. She fails the head height to body height ratio test, she has the proportions of a petite adult female, she doesn't act like a child, and her canonical age is that of an adult. Trigger calling her a 'loli' as is widely reported is insufficient argument for two reasons: 1. They only called her this because CDPR called her that first; the Japanese have a tendency to just use whatever word foreigners use to communicate smoothly, so I don't see this as Trigger directly saying Rebecca is a loli. 2. The intention of the creators shouldn't be a large factor in the decision to begin with. Creators are wrong about their own work all the time, or might have reasons to obscure the truth. It is not a political statement to say that Rebecca is a loli. It's a matter of using words correctly so they actually mean something.
