@JonBoeckenstedt Public, two year misses a lot of CCs that are now counted as Public, four-year. That designation is by highest degree. And CC enrollment declines have been largely driven by adult learner enrollment. ccrc.tc.columbia.edu/easyblog/what-…

@tbenj This isn't rocket science. I just used the IPEDs designation of "Public, two-year." For this purpose, that's more than adequate.
