AFP, BOC Enhance Inter-Agency Coordination Against Smuggling and Illicit Trade The Armed Forces of the Philippines (AFP) and the Bureau of Customs (BOC) signed a Memorandum of Understanding (MOU) today to strengthen inter-agency cooperation in support of national security and border protection. AFP Chief of Staff General Romeo S Brawner Jr. and BOC Commissioner Ariel F. Nepomuceno led the signing ceremony held on July 15 here. The MOU establishes a formal framework for closer coordination, information sharing, capacity-building, and operational support to help combat smuggling, illicit trade, and other transnational threats that affect the country's security. Under the agreement, the BOC remains the lead agency for customs enforcement, while the AFP provides authorized intelligence, security, and operational support consistent with existing laws and its constitutional mandate. The AFP and the BOC will also establish a Joint Coordination Committee to serve as the primary policy and oversight body for implementing the agreement. AFP Hosts Vietnam Defense Delegation for Women, Peace and Security Study Visit The Armed Forces of the Philippines (AFP), through its Gender and Development (GAD) Office, welcomed a delegation from the Vietnam Ministry of National Defense (VIETMOND), together with representatives from UN Women Vietnam and UN Women Philippines, on July 14, 2026, as part of their study visit to the Philippines from July 13 to 17. The Vietnamese delegation was led by Senior Colonel Nguyễn Thị Lan Hương of the Military Institute of Radiology and Oncology, Military Medical Department, General Department of Logistics and Technical Services, Vietnam People's Army (VPA). The delegation was formally received by Captain Venus G Gualdaquever PN (GSC), Chief of the AFP GAD Office, together with the Chiefs of the Major Services GAD. The study visit provided a valuable platform for exchanging knowledge and best practices on institutionalizing the Women, Peace and Security (WPS) Agenda within military organizations. The AFP presented its policies, programs, and initiatives in mainstreaming GAD and the WPS Agenda across the organization, while the Vietnamese delegation shared Vietnam's experiences and approaches in advancing the same agenda. The engagement strengthened cooperation between the defense institutions of the Philippines and Vietnam through meaningful dialogue and mutual learning.
