The City (@CityPlanTO) says that it wants to enable more gentle intensification in neighbourhoods, and even has an initiative called Expanding Housing Options in Neighbourhoods. Yet, tomorrow, it's proposing changes that will make that harder:
- Updating the official plan to make tree canopy protection a stated goal
- Requiring new tree planting as part of development applications in apartment neighbourhoods
- Applying building setbacks to below-grade portions of a building, including meter rooms below front porches that are critical for multiplexes
- Considering reducing the protected private tree diameter from 0.3m
- Considering a more restrictive protection category for trees over 0.6m
Real estate development in Toronto already suffers death by a thousand paper cuts, especially at the missing middle scale. And we’re about to add a few more to the mix.

May I just say that if @SanofiCanada doesn’t want a neighboring property to be developed into housing for security purposes, they should buy the land from the owner.
Instead they are lobbying the government to restrict land use rights and undermine housing development.
And it’s working.
If their trade secrets at this facility are so valuable, then buy the land!
It’s corporate welfarism and NIMBYism as regulatory policy. It’s ridiculous.

We will consider all options including business arrangements, modifying our apartment buildings, making on- or off-site investments, legal reassurances, etc. But unless someone tells us what the problem actually is, we cannot possibly address it.
