It's indicative. My guess is it wouldn't stand up in court as is but it gives the forensic auditors somewhere to go. Stopping the money flow lets you see more. Make them justify every penny - bring in the contract, prove where the money is going, etc. We need a zero based budget where every dollar is justified. It will be messy but it's the only way to fix it. Even the legit stuff needs to be questioned. Musk's team can do wonders upgrading our systems as well. They must be horrified.
