I'm not asking you to, though you do work for the developer.
No amount of network developments is going to make the existing matchmaking structure work.
There needs to be a queue system for matchmaking, or a server wife message to invite people to races.
NFS unbound suffered the same fate with a much bigger player base. You had to just hope people in your lobby were trying to do the same race at the same time.
It never works.

Cars in Clutch can have a harpoon gadget that you can shoot to: - Make sharp turns - Flip over police cars - Hang onto a helicopter (story mission) The harpoon is mostly free aimed and physics based unless prompted otherwise so devs said it's up to the players to get creative and find different ways of using it
