A federal immigration agent shot and killed a Colombian man in a vehicle on Monday — the second time in a week that an ICE agent has used deadly force on an immigrant. The man has been identified by a neighbor as 26-year-old Joan Sebastian Guerrero. Homeland Security waited until Monday evening to release a statement, which claimed that at around 7 a.m. ICE was surveilling the last known address of someone who was in the country illegally and had a final order of removal. Someone left the residence, prompting ICE to attempt a vehicle stop. According to DHS, the vehicle “attempted to flee the scene,” and an officer “fearing for public safety” fired his weapon. A spokesperson for Maine senator Angus King initially told the Times that Homeland Security secretary Markwayne Mullin said Guerrero had been ordered to leave the country and had a warrant out for his arrest. Later, however, the spokesperson said that Mullin called King and corrected himself. “He said they were looking for someone, essentially, and the person they shot was not the person they were looking for.”
