Between 19 June and 3 July, ICMP supported the excavation of two sites in Mesherfa and Ninawa Governorate in Iraq, associated with Da'esh crimes. Technical and logistical support was provided by ICMP, in close coordination with Iraqi national partners, including the Mass Grave Protection and Missing Persons Directorate (MGMPD), the Medico-Legal Directorate (MLD), and the Medical Forensic Institute (MLI). This mission is part of a broader, sustained effort to locate and identify victims of Da'esh atrocities in Iraq by supporting the national authorities and helping families still awaiting answers. #ICMP #MissingPersons #Iraq #Ninawa #Forensics #HumanRights #ICMP30

As families gather today at the Srebrenica Memorial Cemetery in Potočari to bury the newly identified remains of ten victims of the 1995 Srebrenica Genocide, the International Commission on Missing Persons (ICMP) joins them in honoring all those who were murdered. This year’s commemoration follows the establishment by the United Nations of the International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica. In creating this International Day, the United Nations has reaffirmed the importance of preserving the facts established through judicial proceedings, honoring the victims, supporting survivors, combating genocide denial, preventing the glorification of convicted war criminals, and promoting education to help prevent future atrocities. “The investigations into the Srebrenica Genocide demonstrated that even the most systematic attempts to conceal mass crimes can be overcome through science, independent institutions, international cooperation, and the rule of law,” said ICMP Director-General Kathryne Bomberger. “The painstaking work of recovering, identifying, and documenting thousands of victims helped establish the facts of the Genocide through judicial processes. That factual record remains one of the strongest safeguards against denial and historical revisionism. While approximately 1,000 people remain missing, States continue to have an obligation under international law to undertake effective investigations to account for them.” icmp.int/news/thirty-on…

This week, ICMP Director-General Kathryne Bomberger welcomed to ICMP HQ in The Hague a Ukrainian Parliamentary Delegation from the Temporary Investigative Commission on crimes committed by Russian Federation armed formations against journalists and media workers, alongside members of Ukraine's Delegation to the OSCE Parliamentary Assembly. The delegation was led by Yevheniia Kravchuk, Chairwoman of the Temporary Investigative Commission and Member of the Parliament of Ukraine. Discussions focused on strengthening cooperation on accountability, documentation, and the identification of missing persons, including journalists and media workers affected by the war. This week, an ICMP delegation headed by ICMP Director-General @KatBomberger participated in the International Conference on "Strengthening Cooperation and Advancing Modern Approaches to Address the Issue of Missing Persons" in Azerbaijan. In cooperation with the State Commission of Azerbaijan, ICMP supported the launch of the Integrated Data Management System (iDMS), a secure, centralized platform that enables relevant state institutions to collect, store, and analyze data on missing persons, investigations, and identifications, as well as the Online Inquiry Center (OIC), an interactive tool that allows citizens to securely report missing persons and potential burial sites and track the progress of their case. These tools represent an important step in strengthening institutional capacity and advancing a coordinated, rights-based approach to accounting for missing persons, bringing families closer to answers. The launch of these systems forms part of ICMP's broader initiative, to support Armenia and Azerbaijan to account for missing persons as a contribution to peace and stability, which seeks to strengthen scientific, transparent, and rule-of-law-based processes while promoting technical cooperation, confidence-building, and lasting peace between the two countries. ICMP extends its sincere appreciation to the Government of the Netherlands, including Ambassador Marianne de Jong and the Netherlands Ministry of Foreign Affairs, for its generous support for this important initiative. Today marks the 30th anniversary of the International Commission on Missing Persons (ICMP). For three decades, ICMP has supported states in fulfilling their responsibility to account for missing persons while securing the rights of families to truth, justice, and reparations. In doing so, it has demonstrated that accounting for the missing is fundamental to reconciliation, the rule of law, and resilient societies. Today, as a treaty-based international organization with a global mandate, ICMP continues to support governments, together with its States Parties, partner governments, international partner organizations, civil society, and family associations, in addressing disappearances resulting from conflict, human rights violations, organized crime, migration, disasters, and other causes. Thirty years after its establishment, ICMP's founding principle remains unchanged: Accounting for the missing is an investment in peace. ICMP's 2025 Annual Report is out, marking 30 years of work to address the global challenge of missing persons. In 2025, ICMP maintained operations in Ukraine, Syria, Iraq, Libya, the Western Balkans, the South Caucasus, and Vietnam, while supporting Chile, Brazil, and other countries in building their capacity to account for the missing. This week in Kalinovik, Bosnia and Herzegovina, families of the missing, representatives of institutions, and members of the local community gathered to mark the 34th anniversary of the suffering of Kalinovik civilians.  The commemoration was supported through ICMP’s Grants Program, funded by the European Union. Families are still searching for the mortal remains of 42 victims. Kyiv Post has published coverage of ICMP’s “Voices of the Missing” journalism initiative, an event held to highlight the ongoing crisis of missing persons in Ukraine. The event brought together journalists and stakeholders to examine the human impact of more than 90,000 people reported missing as a result of the war, and to underscore the importance of continued reporting on families still searching for answers. Her Majesty @QueenNoor presented the inaugural Award for Exceptional Leadership in the Field of Missing Persons to Munira Subašić, President of the Movement of Mothers of Srebrenica and Žepa Enclaves, at a roundtable hosted by ICMP in The Hague marking the organization's 30th anniversary. For three decades, Ms. Subašić has fought for truth and justice for the families of the missing. That work has helped identify over 7,000 of the 8,000 men and boys massacred in Srebrenica, and brought perpetrators to justice. "She has demonstrated the extraordinary power of perseverance in the pursuit of truth, justice, and accountability." said ICMP Director-General @KatBomberger. The award will now be presented biannually to honor leadership and moral courage in the pursuit of justice for missing persons. ICMP Marks 30th Anniversary: The Role of Women in Addressing Missing Persons Yesterday in The Hague, a roundtable brought together human rights advocates, legal experts, survivors, and government representatives to mark 30 years of the International Commission on Missing Persons (ICMP), focusing on the disproportionate burden borne by women in the context of missing persons and enforced disappearances, and the leadership roles women have assumed in securing accountability and justice. Her Majesty @QueenNoor, ICMP Commissioner since 2001: "Accounting for the missing is not only a humanitarian imperative – it is an investment in peace... Without truth there can be no justice, and without justice lasting peace remains out of reach." ICMP Director-General @KatBomberger highlighted the need for "data-driven, gender-sensitive approaches that will shape and sustain global accountability," noting that "the gender perspective must be kept to the fore if we are to understand and address the global challenge of missing persons." Munira Subašić spoke about the fight for justice alongside the search for those murdered in the 1995 Srebrenica Massacre, while H.E. @GhanemSahar, Yemeni Ambassador to the Netherlands, addressed the toll of missing and disappeared citizens from the conflict in Yemen. The roundtable featured two panels: the first, "From Grief to Justice and Global Impact," brought together families of missing persons from Syria, Ukraine, and Iraq to examine how women have transformed personal tragedy into global advocacy. The second focused on issues identified in The Gender of Absence, the second volume of ICMP's Global Report on Missing Persons. In the closing session, H.E. Stephen J. Rapp, former US Ambassador-at-Large for Global Criminal Justice, reflected on 30 years of international efforts to account for missing persons. Speakers also discussed the Standing Capacity for Crisis Response (SCCR), an ICMP initiative to establish a ready, deployable, internationally coordinated capability to help governments respond to large-scale missing persons crises.
