Using 3D models is fine as long as you CAN draw without it imo. You will not get good results from tracing a 3D model if you have no anatomy, composition and fundamentals knowledge anyways. It will look stiff and wonky. You still have to dress the character, draw the face, hair, render it... In other words, you can trace the model, but it's just like buying pastas. You still have to cook it, add sauce, seasoning and whatever to get a tasty result. I use 3D models sometimes to try different perspectives/thumbnails faster, but I have the skills to draw it without if I want to or if I have a very specific idea. Most of the time I don't use them, but it's a very useful tool and definitly not cheating!
