If I were Starmer trying to find a way of announcing a rejoin of the EU, I‘d prepare UK:
- showing it’s possible as well as desirable
- helping voters see it’s OK for a country to change direction
- showing them Brexit has caused damage and he is acting in time to avoid more damage
