One key development in this case is that it has been placed under coordinated federal management, meaning multiple related romance fraud prosecutions involving Ghana-linked networks have been assigned to a single U.S. District Judge in order to streamline proceedings, avoid conflicting rulings, and manage overlapping evidence across cases. In addition, the DOJ confirmed that this prosecution is being handled under the Elder Justice Initiative, which was created through the Elder Abuse Prevention and Prosecution Act of 2017 (EAPPA). This program specifically focuses on identifying and prosecuting financial crimes targeting older adults, especially cross-border fraud schemes. Procedurally, the indictment also highlights that: The defendants are charged with two federal counts: conspiracy to commit wire fraud and conspiracy to commit money laundering The case is being prosecuted by Assistant U.S. Attorneys in the Northern District of Ohio, with support from international coordination offices The investigation required formal cooperation between U.S. agencies and Ghanaian security institutions through the DOJ’s Office of International Affairs

🇺🇸🇬🇭 Two Ghanaian brothers identified as Jamal Abubakari, also known as “Arrangement,” and Kamal Abubakari, also known as “Lancaster,” alongside a U.S.-based woman, Amanda Joy Opoku-Boachie, have been indicted in the United States over an alleged romance fraud and money laundering scheme targeting elderly Americans. According to the U.S. Department of Justice, the suspects allegedly used fake online identities on dating sites and social media platforms to build romantic relationships with victims before convincing them to send money through wire transfers. Authorities say the operation was active between July 2024 and April 2026, with portions of the funds allegedly transferred to accomplices in Ghana and other countries. The suspects were arrested in Virginia and remain in custody pending court proceedings. The FBI Cleveland Division led the investigation with support from several Ghanaian and U.S. security agencies. U.S. prosecutors noted that the indictment is only an allegation and all defendants are presumed innocent until proven guilty in court
