Even without formal consideration, a promise may be enforceable if: 1. A promise was made, 2. Someone reasonably relied on it, and 3. Injustice can only be avoided by enforcement. Contract law, at times, makes room for fairness.

This is the most deferential level of constitutional scrutiny. A law will be upheld if it is rationally related to a legitimate government interest. In practice, that’s a relatively easy standard for the government to satisfy.
