Austerity, Not Workers’ Demands, Are Undermining Policing in South Africa SAFTU respectfully challenges the assertion by KwaZulu‑Natal Provincial Police Commissioner Lt‑Gen Nhlanhla Mkhwanazi that union demands for higher salaries are hampering efforts to fill policing vacancies. This perspective risks distorting public understanding of a far more serious issue: decades of neoliberal austerity and budget cuts that have hollowed out the police service—a crisis that deepens insecurity for all South Africans. 1. Budget Cuts, Not Wage Demands, Are the Real Crisis •According to National Treasury’s Adjusted Estimates of National Expenditure (AENE), the policing budget was slashed from R125 billion (2024) to R113.6 billion (2025)—a staggering 9% real-terms reduction in one year . •SAFTU’s analysis of the 2025 Budget further confirms that, despite a marginal 0.8% increase in non‑interest government spending overall, deep austerity has not been reversed, making the budget cuts structural and sustained. 2. South Africa’s Police Numbers Lag Behind •The South African Police Service (SAPS) currently operates at approximately 1 police officer per 423 people (as of 2023), falling significantly short of global benchmarks . •Other reporting reflects even worse: 1 officer for every 427 citizens noted in the 2024/25 Annual Performance Plan . •The United Nations standard widely cited—and consistently reaffirmed by credible fact-checkers—is 1 officer per 220 people . Our democracy cannot rest on an under‑resourced force whose size is only ~50% of what international standards deem minimally acceptable. 3. The Consequences: Private Security Explodes, Public Sector Collapses •With rising violent crime (averaging 75 killings and 400 aggravated robberies per day), private security has surged: more than 2.7 million registered private guards, now outnumbering police and military combined . This shift underscores a stark reality: only the wealthy can afford protection, while the majority—especially in working-class and informal settlements—are left dangerously exposed. ⸻ 4. SAFTU’s Position: Fully Fund, Staff, and Value the Police Service While SAFTU stands firm in defending workers’ rights to fair compensation, we align with Commissioner Mkhwanazi in his call for a better-trained and better-supported police force. Here’s what must be done: •Urgently restore policing budgets—reverse the 9% cut and scale up to match population growth and service demands. •Fill all funded but vacant posts. Austerity must not continue to hollow out capacity in the name of fiscal restraint. •Provide living wages that reflect the risks and responsibilities of policing as well as the rising cost of living. •Invest in training, tools, and accountability structures, so each officer is equipped, professional, and trusted by the communities they serve. ⸻ 5. Conclusion: Austerity is the Enemy, Not Workers Lt-Gen Mkhwanazi is a respected public servant with the courage of his convictions. SAFTU hopes he will direct his critique toward the real adversary: systemic under-funding and austerity that squeeze public services and leave policing—and democratic security—fragile. Aligned in mission if not in diagnosis, SAFTU and the police must unite to demand adequate funding, proper staffing, and dignified compensation so that all South Africans can live in safety, not fear

Even bread was sold my areas from prison. They won't even escape that prison. Nlystroom prison was the last number for criminals, they feared it.
