Canada has been the most direct about articulating it, but it is every nation with whom we've had such alliances.

@UnRecondYankee @IAmPoliticsGirl China lost %15-%20 of their oil intake. Russia cannot provide that without building more pipelines. China has months of oil reserves. Japan, South Korea, Taiwan all have double that at a minimum. Japan, South Korea, Taiwan all get a massive Win from a weak China.
