Maybe the bigger issue is this: How do we design institutions that are strong enough to implement knowledge even in the face of those constraints?

The scapegoating of lack of PhDs in Kenya as the reason for underdevelopment is hypocritical at best. Last I checked, Research is allocated less than 5% of the country’s GDP, and policy decisions are left to school dropouts at the top. Let me not get to the accreditation part
