China’s Shadow Police Force Operating on California Streets: Armed Security at the Los Angeles Consulate Caught Assaulting American Protesters. The Chinese Consulate in Los Angeles hired a California-licensed armed private security company to patrol and protect its facilities. The firm’s owner, Wu Xian (also known as Jack Wu or Liu Shan), was arrested after pepper-spraying peaceful protesters outside the consulate while issuing death threats. The company operates marked patrol vehicles intentionally designed to mimic police cruisers — complete with prisoner cages in the back, flashing lights, tactical SWAT-style gear, body armor, and handcuffs. Despite the felony assault arrest, serious questions remain: Why does this company still hold its California private patrol license? Who authorized these law enforcement-style operations on U.S. soil in service of a foreign regime? If this firm is contracted directly by the PRC consulate, why has its owner not registered as a foreign agent under FARA? This raises alarming concerns that Beijing is effectively outsourcing policing and intimidation tactics inside California — using private proxies to suppress dissent and monitor Chinese-American communities. Broader Context: These events connect directly to the Arcadia Mayor Case, where former Mayor Eileen Wang pleaded guilty to acting as an unregistered agent of the People’s Republic of China, and to federal prosecutions involving New York’s undeclared overseas “police stations” run by the PRC Ministry of Public Security.
