The Mao Aplasca Gunfire Incident and the Questions Surrounding the Senate Lockdown While Acting Senate Sergeant-at-Arms Roberto “Mao” Aplasca repeatedly insists that there was supposedly no clear CCTV footage showing the movements of OSAA personnel and Philippine Marines inside the Senate during the night of the incident, one major problem continues to undermine that claim: The very document he signed appears to contradict his own public statements. In a radio interview on Friday, Aplasca claimed there was allegedly no clear footage showing personnel movements during the commotion linked to the reported attempt to arrest Senator Ronald “Bato” dela Rosa. When asked about CCTV footage, Aplasca said they only saw flashes believed to be gunfire from alleged NBI agents. He also claimed he was unaware of Senator Jinggoy Estrada’s alleged remarks about hiding CCTV footage. But according to documents and screenshots obtained by Bilyonaryo News Channel (BNC), existing CCTV footage had already been reviewed, officially extracted, and turned over to the CIDG. In a certification personally signed by Aplasca on May 14, 2026, it clearly stated: “This is to certify that the CCTV footage… provided to the PNP (CIDG RFU NCR) was voluntarily submitted by the Integrated Electronics and Technical Section, Security Enforcement Service, Office of the Sergeant-at-Arms.” The certification further stated that the footage was “directly obtained from our official CCTV system and transferred to a USB Drive without any alteration, edited or modification.” It also attested that the videos were “authentic, original and a true and accurate copy” of the recordings captured by the Senate CCTV system. According to screenshots obtained by BNC, the footage allegedly shows several personnel from the Office of the Sergeant-at-Arms and the Philippine Marines. The request from the Pasay City Police Station specifically sought CCTV coverage from 4:00 p.m. to 10:00 p.m. on May 13, 2026 to determine the “actual circumstances and exact incident” surrounding the gunfire reported around 7:50 p.m. near Room 221 of the Senate building. But the issue now goes beyond CCTV footage. Malacañang, through Palace Press Officer Claire Castro, along with Senator Alan Peter Cayetano, confirmed that Senate Sergeant-at-Arms Mao Aplasca allegedly fired the first shot against National Bureau of Investigation (NBI) agents near the GSIS bridge. That first shot reportedly triggered more than a dozen succeeding gunshots, sparked panic inside the Senate complex, & forced a total lockdown around 7:45 PM. To many observers, this no longer looks like a simple “commotion.” It resembles a tactical diversion. In military and security operations, diversionary chaos is often used to disrupt coordination, redirect operational attention, & create confusion during critical movements. Once emergency protocols are activated, attention immediately shifts toward lockdowns, internal security response, and threat containment. Tracking operations become disrupted. Surveillance focus gets fragmented. Even established perimeter monitoring can develop blind spots. That is why the timeline now raises difficult questions. While authorities were occupied with gunfire, lockdown procedures, and confusion inside the Senate, allies of Senator “Bato” dela Rosa allegedly gained valuable time to prepare for his eventual movement out of the premises. This is what many now find alarming: The very security apparatus of the Senate itself appears to have been used in a manner that obstructed or disrupted law enforcement operations. If true, this goes far beyond mere “miscommunication.” It raises serious concerns about whether institutional power & Senate security mechanisms were deliberately used to interfere with legitimate law enforcement activity. As the investigation deepens, the controversy is no longer just about gunfire inside the Senate - but whether confusion itself became part of the operation.
