Yes, the state of Ohio can overrule home rule in local jurisdictions, but only under specific legal conditions. BTW, the county prosecutor was a Republican -- Joe Deters -- until recently.

Trump didn't. The governors who did it at his urging. An example is Illinois, where he wanted NG but the governor declined. Therefore, no National Guard.

A mayor can't say they don't want the NG, but that will not stop a Governor from doing it. The Governor, as commander, can send them wherever he wants.

The mayors in any Ohio jurisdiction can not decline the National Guard from a governor. The mayors have no power to do so.
