Yes, the state of Ohio can overrule home rule in local jurisdictions, but only under specific legal conditions. BTW, the county prosecutor was a Republican -- Joe Deters -- until recently.

@CincinnatiNews_ Are you seriously blaming republicans for the crime problems in Cincinnati? Cincinnati is controlled by Dems who don’t prosecute criminals. Had my car broken into on Walnut…on video…police caught the 2 kids. I said I want to prosecute. It’s been 6 months…not a peep.

Trump didn't. The governors who did it at his urging. An example is Illinois, where he wanted NG but the governor declined. Therefore, no National Guard.

That is the law. I suggest you take a course in basic civics. A city mayor cannot legally stop or veto a state governor from sending the National Guard into their city. Under the United States Constitution and state laws, the governor serves as the commander-in-chief of their state's National Guard units. They possess the ultimate executive authority to deploy troops within state borders during emergencies, civil unrest, or natural disasters. A mayor can't say they don't want the NG, but that will not stop a Governor from doing it. The Governor, as commander, can send them wherever he wants.
