That means they plan to nuke targets in European countries, too. You may think: "Ok, if someone attacks them 1st, they have the right to defend themselves." Well, this plan makes it clear that if the European countries don't SUPPORT israel or stay NEUTRAL while israel is fighting a war, they'll nuke them too. Even though they've done nothing wrong. It's a "if we're going down, then we'll take as many of you with us as possible" mentality. And then someone will look you dead in the eyes & say that "israel is our great ally"
